The Naya Pakistan Housing Program (NPHP) was launched to provide affordable housing to low and middle-income Pakistanis. Despite political changes in Pakistan, the housing program has continued in various forms and continues to offer subsidized home financing options.

What Is the Naya Pakistan Housing Program?

The NPHP aims to address Pakistan's massive housing deficit — estimated at over 10 million housing units — by facilitating low-cost home financing for those who cannot access traditional bank loans. The program offers subsidized mark-up rates, lower down payment requirements, and longer repayment terms than standard bank products.

The program typically operates in tiers based on property value and income level. Subsidized mark-up rates apply to lower tiers, making monthly installments significantly cheaper than market rates. The State Bank of Pakistan's website and participating banks (including HBL, Meezan, UBL, and others) have the most current tier information.

How to Apply

Applications are processed through participating banks. You can visit any branch of HBL, Meezan Bank, UBL, Bank Alfalah, or other participating institutions and ask specifically about the Naya Pakistan Housing Program. Bring your CNIC, income proof, and confirmation that you do not own any property.

Current Status in 2026

The program has seen changes since its original launch. Some subsidized tiers have been modified or suspended as government priorities evolved.
